'We are going to be a part of football's future' - independent football regulator David Kogan
The Championship club's persistent issues represent a a "significant problem" and the new football authority is seeking powers to investigate clubs in such situations, the recently named head the official has announced.
During an extensive discussion, the regulator, who was appointed on Monday, voiced concern towards the club's followers.
Kogan met with four supporters' associations connected to the football team recently.
The Championship side have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on several different times, including in last month.
"Obviously the club has become a major concern for the league and a significant problem for football," Kogan told.
"The club represents one of the historic institutions for football in England and this week we have met Sheffield Wednesday supporters' groups.
"Our aim is to acquire the ability... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they require examination and addressed."
Economic Challenges and Leadership Concerns
Wednesday's embattled owner the current owner suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with potential new owners.
Missed wage deadlines on time in spring months led to sanctions by the football authorities in mid-year, blocking the team from conducting any player acquisitions for the following recruitment periods, although those limitations were removed in August.
Official's Viewpoint
The chairman stated: "Our role exists to serve the Owls followers, other clubs in similar situations where fans are dedicated to a regional establishment that has represented their community in multiple situations.
"I completely understand the club's situation, as I do for every team that over recent decades have faced collapse, or been close to going to the wall, for causes separate from the fans themselves."
Questioned about whether the oversight body could require an proprietor to divest a club if they are deemed unsuitable, the regulator answered: "When asking whether 'would we intervene in the final instance?', the response would be once we assemble the facts and comprehend the circumstances, we will."
But the regulator clarified that forcing owners to sell clubs would be considered the final option and the regulator would prefer to collaborate with owners.
"Our least desirable course of action is begin intervening in an particular organization, an specific proprietor, without being able to work with that owner to try and resolve the challenges confronting the team and the chairman's encountering," the chairman stated.
"However, realistically, when you examine the past of the sport, over the last 20 or 30 years there have been certain proprietors, not many, but certain individuals who have acted carelessly in the manner they have operated their organizations and finally refuse to accept accountability for the future."

'If we get it wrong, extraordinary progress vanishes'
Kogan met with officials from numerous teams to detail the scope of the oversight body this week and insisted it was a "proactive meeting" with a "high level of engagement" from the grassroots to elite level.
"The role holds considerable importance, because should mistakes occur, if the football community fails, the significant advances achieved could disappear rapidly," the chairman stated.
"And that's what nobody wants in the context of the English game is a substantial accomplishment - we must maintain momentum.
"Considerable investment entering the sport and has come into football for the past two decades, because there are no assurances it will keep flowing into the sport, which is one of the reasons why I think we have to adopt a precise perspective on risk and of course, of the coming seasons."
Top Flight Apprehensions
Top flight officials resisted the formation of an authority because of fears of a negative impact on the elite division's competitive balance, but the chairman responded: "I fully support the success and growth as an economic entity of the Premier League.
"Being fully aware of the apprehension regarding damaging the Premier League as a premium product of the nation. But at the same time, if you engage with division representatives after this week's discussion, they would have had a substantial amount of confidence -and, indeed, they have been informing us confidentially they have a high level of reassurance."
Partisan Associations
Kogan is still facing a "thorough examination" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.
The official provided financial support for government minister the minister's leadership bid, along with that of the current Prime Minister.
"I have fully disclosed my former ideological connection [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.
"I am presently disconnected from any form of political activity."
