The pace bowler has taken 309 wickets in 71 appearances with an stellar bowling average.
Australia's selection chief Bailey has declared that pace spearhead Cummins will have a crucial role in this winter's England-Australia contest.
There were concerns that Cummins might be unavailable due to a persistent back stress problem that was still troubling him.
Earlier indications from the Australian camp suggested no official announcement had been made regarding Cummins' participation, with the five-Test series set to start on the 21st of November in Western Australia.
The selector shared that his recovery is on track and was "optimistic" about the likelihood of taking part.
"It's clear that the clock is ticking and various factors around that, aside from the back issue, but further aspects," Bailey remarked.
"The outlook is good. We firmly believe that he's going to play a key capacity. Hopefully starting in Perth. Otherwise, we'll adjust."
Injury History
Cummins was ruled out the ODI and T20 games against New Zealand and India in the previous weeks after medical tests showed a lumbar bone stress.
He has a history of recurring issues, with setbacks in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in a short span.
He emphasized he would be ""aggressive" and "take risks" in his rehabilitation process to secure his spot for the contest.
Bailey noted that he did not know if the captain had resumed bowling as part of his recovery but acknowledged it was "pressing" for him to recover fully for the first Test.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will lead the side.
Versatile player Green was withdrawn recently from the national team for their one-day international series against the subcontinent side as a safety move because of an abdominal issue.
Bailey described it as a "slight concern and mentioned that he'll feature in the domestic first-class competition, so will be "well-prepared to deliver overs."
"We put so much time has gone into building out the plan for him to take part for the opening match as an dual-role player," the selector detailed.
"He was only going to play the initial matches anyway. How he handles the cricket bat in white-ball cricket, if it causes any delay for a short period, we opted to adopt a safer strategy."
